A former SoCal football star has been identified as the gunman who killed four people inside a Midtown Manhattan building Monday.

New Orleans residents will soon be able submit birth certificates, student identification cards with photos, letters from community organizations and other documents to get a municipal ID, according to rules for a program that aims to lift burdens on immigrants, homeless people and others who struggle to obtain identification.
