Andrew Cuomo stepped down as New York’s governor amid a barrage of sexual harassment allegations and a chorus of other Democrats demanding his resignation.

The decision by Ms. Ramos, a state senator from Queens, is at odds with her frequent criticism of Andrew M. Cuomo, including comments questioning his “mental acuity.”
