Just 16.3% of voters participated in Tuesday's primary election in Philadelphia, causing at least one watchdog group to raise alarms over voter apathy.

A man was shot and killed by officers with the Philadelphia Police Department after a scuffle broke out and the man pulled a handgun out a bag, officials said.
