Rest easy, our beloved Gov. Manoling. With the flag half mast, the Provincial Capitol grounds was filled with solemn and gratitude, as the employees gathered wearing black, to pay tribute to the passing of the former Governor Manuel "Manoling" C. Ortega, who's lived a life dedicated in service and love for the province of La Union. Gov. Manoling served as Mayor of the City of San Fernando, 1st District Congressman, and later as a Governor.
